<\/p>\nThe Institute of Chin Affairs (ICA) organized and conducted\u00a0a series of political workshops in a city in Sagaing\u00a0Division and in four cities in Chin State in April 2013. The\u00a0project was funded by a German based organization Konrad\u00a0Adenauer Stiftung (KAS). The workshops, the first of its\u00a0kind implemented by a global Chin organization, was\u00a0conducted in Kalay, Kanpalet, Matupi, Paletwa and Falam.<\/p>\n
A total of 8 volunteers served as facilitators during the\u00a0entire project with at least two or three facilitators\u00a0leading the discussion at each workshop. \u00a0These volunteer\u00a0facilitators included Dr. No Than Kap (Chin Affairs Minister\u2013 Sagaing division), Salai Mang, Salai Tual, Ko Shing\u00a0Htun, Ko Saw Myat, U Saw Mya, Ko Phyo Nay Lin and Ko Chan\u00a0Lian. Four of the events took place at public halls while one meeting was held at a private house in the\u00a0aforementioned cities. The project began on April 3 and\u00a0ended on April 30 with each of the five workshops lasting\u00a0two days. The meetings witnessed a higher number of male\u00a0participants in attendance while the number of people\u00a0attending each event ranged from 35 to 53.<\/p>\n

Topics in discussion included understanding federalism,\u00a0envisaging federal models for Myanmar and looking into Civil and Political Rights. The facilitators introduced the basic\u00a0concept of federalism and asked participants to contribute their ideas on a desirable federal system for Myanmar.\u00a0Federalism was further discussed at length against the\u00a0backdrop of the 2008 Myanmar Constitution. At one particular\u00a0discussion, participants also contributed their opinions on\u00a0the advantages and disadvantages of federalism.

\nThe subject on Civil and Political Rights was also another\u00a0issue discussed among participants. The facilitators\u00a0introduced the concept of civil and political rights within\u00a0the context of Chapter 8 of the 2008 Constitution of\u00a0Myanmar. Participants were then asked to contribute what\u00a0they perceived constituted their civil and political rights\u00a0within the Constitution.<\/p>\n
Cheery Zahau who coordinates the workshops said, \u201cThe\u00a0workshop culminated in an increased awareness on federalism,\u00a0civil and political rights, constitutional rights and other\u00a0human rights among the participants. The event also aroused\u00a0the participants\u2019 interest in political and human rights\u00a0issues that affect their lives and the country. Participants\u00a0also exhibited an interest in participating in more\u00a0workshops of this kind in the future.\u201d<\/p>\n
